Sometimes I'll be looking through the submissions thread, and there'll be something I'd like to suggest or add. Is this something that's frowned upon? I can understand if this is an activity reserved for the mods/veterans who truly know the formatting rules/arranging techniques/etc., so I wanted to ask before I go ahead and add my two cents in. Thanks!

Yes, please do! That's exactly the reason that I designed the process to be open rather than closed, so that anyone can critique anyone else's submissions.
